The Outer Sydney Orbital Stage 2

The Outer Sydney Orbital Stage 2 corridor investigation is identifying long-term transport connections between Western Sydney and the Illawarra-Shoalhaven region.

Investigations for the Outer Sydney Orbital Stage 2 will be undertaken in three sectors:

Sector 1: between the Hume Motorway and Appin Road, south east of Appin Village and between the Hume Motorway and Picton Road.

Sector 2: Appin and Picton Road corridors for potential upgrade through WaterNSW’s water catchment area (Metropolitan Special Area).

Sector 3: Illawarra Connections – a potential new Illawarra Escarpment crossing.

Key benefits

  •  Provide communities with transport connections between the Western Parkland City and the Illawarra-Shoalhaven region.
  • Provide access to jobs and other employment opportunities across the Aerotropolis and surrounding industrial lands.
  • Provide access to the Western Sydney Airport.
  • Support different transport needs including public transport, walking and cycling options.
  • Enable freight to move efficiently and safely.
  • Support urban development across the Wilton and Greater Macarthur Growth Areas and the Illawarra-Shoalhaven region.
  • Facilitate great places, and provide certainty for investment across the region.

Current Status

Stakeholders, landowners and members of the community were able to provide feedback on the Outer Sydney Orbital Stage 2 Appin Road connection during consultation held between 16 November 2020 and 29 January 2021.

Transport for NSW has considered the community’s submissions and can now confirm that the ‘Blue’ option has been identified as the preferred option. The Blue option has been further refined in response to feedback to minimise impacts on koala habitat, whilst also avoiding land identified as having Aboriginal cultural sensitivity.

A Consultation Outcomes Report is available on NSW Government website which documents the themes of the submissions we received and Transport for NSW’s responses to the issues raised.

The identification of the preferred option does not result in any immediate changes to planning controls relating to land zoning or how the land can be developed.  The next stage of the project involves Transport for NSW working with the Department of Planning, Industry and Environment as part of the on-going planning for the Greater Macarthur Growth Area.

There is no need for Transport for NSW to acquire any land until close to the time the transport infrastructure is required, which may be many years away.

When it does come time to build the road, Transport’s proposal would have to undergo detailed planning assessment, providing further opportunities for the community to comment on the project.

Community Consultation

Consultation is now closed for the Outer Sydney Orbital Stage 2 corridor options between the Hume Motorway and Appin Road. This consultation was held between 16 November 2020 and 29 January 2021. Transport for NSW would like to thank everyone who provided their feedback.

Continuing work

Transport is continuing to work closely with other agencies, including the Department of Planning, Industry and Environment, on a number of important issues in the Greater Macarthur Growth Area, including:

  • Protecting koala corridors and providing habitat revegetation;
    • Implementing the recommendations of the Chief Scientist and Engineer report, Advice on the protection of the Campbelltown koala population;
    • Aligning strategic planning to the draft Cumberland Plain Conservation Plan;  and
    • Adopting the Government Architect’s recently released Connecting with Country Framework

Further developing the main elements of the Growth Area’s future transport network, including a potential Outer Sydney Orbital Stage 2 connection to Picton Road and a central transit corridor.

This work supports the Technical Assurance Panel (TAP) pilot program, which was established by the Department of Planning, Industry and Environment for two precincts in the Greater Macarthur Growth Area (Appin and Gilead).

The TAP is a new way for state agencies, councils and landowners to work together to undertake strategic investigations for precincts. The pilot aims to ensure the development proponent addresses key local, state and strategic issues, before the lodgement of any formal rezoning proposal.

Transport will keep the community informed of any updates as its work with agencies on koala protection and other issues in Greater Macarthur progresses.
